Holding each other accountable or tattling?

William: "Daddy! .....  Daddy! ....  Daddy!" from upstairs
Daddy: "Yes sir, William"
William: "Jackson got out of the time out spot you put him in!"
Daddy: "He put himself there buddy, he was not in time out"
William: "Oh."

I don't want them to be tattle tails but I do want them to hold each other accountable.  Just another line that constantly moves:)
